Yes you can. The Diabetic Cream is safe to use on your hands but be very careful not to touch your eyes or mouth after putting it on. The capsicum has heat qualities that can harm your eyes and mucous membranes. So yes you can, but I would be very cautious about using it as a hand cream. Be sure to wash your hands after applying it to your feet too.

Diabetic Foot Cream is not primarily recommended for treatment of psoriasis. Psoriasis often has an inflammed base that could be irritated by the capsicum in Diabetic Foot Cream.
